We work across all tax types — income, property, sales, telecom fees, and emerging taxes — partnering with internal tax experts, External Affairs, and industry peers to shape policy outcomes.

Role Overview

The External Tax Policy Manager plays a critical role in advocating for tax legislation across all corporate tax types impacting the telecommunications industry. 

This role serves as a central coordinator between Tax, External Affairs, Public Policy, Public Affairs, and industry peers to analyze legislative developments, identify risks and opportunities, and help advance proactive tax policy objectives. The position requires strong analytical ability, intellectual curiosity, and the capacity to quickly synthesize complex information across multiple tax disciplines in a fast-moving legislative environment.

The External Tax Policy Manager will be a critical player in the company’s ability to proactively shape tax policy, avoid adverse legislation, and ensure operational readiness.

Key Responsibilities

  • Review, analyze, and prioritize tax-related bills and legislative proposals across all states and tax types, identifying business risks and opportunities. 

  • Prepare bill summaries, issue analysis, and advocacy materials for use by internal stakeholders and External Affairs teams. 

  • Support rapid interpretation of legislative developments during active legislative sessions and assist in identifying practical solutions.

  • Partner with internal tax subject matter experts across income, property, sales/transaction tax, telecom fees, and regulatory surcharges to understand policy objectives and emerging issues.

  • Help develop proactive legislative objectives based on business needs, compliance trends, audit developments, and planning priorities.

  • Build effective working relationships with internal stakeholders, industry peers, and external organizations.

  • Compile weekly and quarterly legislative reports and contribute to dashboards and workflow systems that improve visibility and efficiency.

  • Assist in forecasting legislative impacts to effective tax rate, cash taxes, and financial outcomes.

  • Support development of talking points, legislative language, and policy materials in partnership with senior tax leaders and external affairs teams.

  • Monitor emerging state and national tax trends and communicate relevant developments clearly and efficiently.

Preferred Qualifications:

  • 5+ years of relevant experience in tax, legislative analysis, public policy, finance, law, or related strategic business roles.

  • Strong written and verbal communication skills, including ability to explain complex issues clearly to varied audiences.

  • Demonstrated ability to research independently, ask thoughtful questions, and synthesize incomplete information.

  • Strong organizational skills with ability to manage multiple priorities under tight deadlines.

  • Ability to collaborate effectively across functions and build trusted working relationships.

  • Proficiency in Microsoft Office Suite; experience with PowerBI, AI tools, or similar analytical technologies preferred.

Preferred Attributes:

  • Intellectual curiosity and willingness to learn across multiple tax disciplines.

  • Interest in legislative process, public policy, and business advocacy.

  • Ability to operate effectively in fast-paced environments with evolving priorities.

  • Experience in regulated industries, state government, legal analysis, or corporate tax environments is helpful but not required.

  • Familiarity with telecom tax issues, state tax organizations, or policy coalitions is a plus but not required.

  • Comfort working with incomplete information, asking strong questions, and quickly connecting technical details to business and policy outcomes.

Our Tax Policy Manager earns between $118,800 - $178,200 USD Annual. Not to mention all the other amazing rewards that working at AT&T offers. Individual starting salary within this range may depend on geography, experience, expertise, and education/training.

Education/Experience: Bachelor’s degree (BS/BA) desired. 5+ years of related experience. Certification is required in some areas.
