Job Duties/Responsibilities:
The Senior Proposal Manager is required to possess an in-depth understanding of the Federal procurement process and industry-standard proposal development methodologies. The individual must demonstrate a proven capability in planning, producing, and delivering compliant proposals within a complex business environment. Experience in leading and collaborating with dynamic, integrated teams and interfacing at all levels of the organization.
The Senior Proposal Manager holds operational responsibility for developing and producing the proposal response. This includes assessing the solicitation and developing the Proposal Plan, which encompasses the Outline, Compliance Matrix, Schedule, and Resource Requirements for Production and Delivery. The role involves directing Volume Leads, Section Managers, Technical Writers, Authors, and Production Managers, and overseeing the development, production, and delivery of completed proposals.
The candidate must be experienced in scheduling and conducting proposal kick-off meetings, leading storyboarding sessions, facilitating color reviews, and managing document production. Additionally, the role involves building templates, proofreading, preparing and reviewing drafts and final editions, scheduling team meetings, and tracking the completion of assignments.

Required Qualifications:
Experience and Education: A Bachelor's degree or higher is required, accompanied by a minimum of eight (8) years of relevant experience in proposal preparation. The candidate must demonstrate exceptional organizational skills and the ability to effectively manage multiple concurrent tasks. Effective interpersonal communication, team-building, and meticulous attention to detail are essential competencies. The candidate must be willing to accommodate unpredictable work schedules, including weekends and holidays, and should be prepared for regular travel throughout the DMV (DC/Maryland/Virginia). Must possess an active TS clearance or be clearable.
Desired Qualifications:
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), SharePoint, and other relevant tools. Experience with proposal development processes, particularly the Shipley method, and an understanding of emerging generative-AI best practices are advantageous. APMP foundation certification or above is preferred. The preferred candidate will have TS/SCI clearance with CI Poly or FS Poly.
Our Lead Government Bus Dev/Capture Manager's earn between $118,700 - $195,000 . Not to mention all the other amazing rewards that working at AT&T offers. Individual starting salary within this range may depend on geography, experience, expertise, and education/training.
