Role Overview

AT&T is seeking a high-impact executive to serve as the AVP, Market Development – Department of Homeland Security. This role is responsible for driving strategic growth and operational execution across AT&T’s $250M+ business portfolio within the Department of Homeland Security (DHS) and broader Federal-related agencies. Based in the Washington, DC area with an office in Oakton, VA, this leader will oversee a matrixed team, develop forward-looking growth strategies, and align cross-functional resources to deliver exceptional customer outcomes. The AVP must bring intensity, strategic thinking, and a strong desire to win. Success in this role requires prior DHS experience, a track record of managing large teams, and an ability to develop innovative solutions in complex delivery environments. This is a unique opportunity to lead and scale a critical federal account with significant growth potential.

This position requires 3 days per week in the Oakton, VA office.

Key Responsibilities

  • Lead business development, field execution, and strategic planning efforts across DHS and defense-related entities.
  • Develop and implement short- and long-term growth strategies aimed at doubling the business within 2–3 years.
  • Coach and enable frontline teams to build strong agency relationships and deliver against performance goals.
  • Partner with internal stakeholders to ensure seamless execution across operations, legal, compliance, and delivery.
  • Drive solution innovation by identifying customer challenges and aligning AT&T capabilities to mission outcomes.
  • Manage account P&L, resource allocation, and performance reporting to ensure business goals are met or exceeded.
  • Ensure compliance with government contracting requirements and support the acquisition of necessary clearances.

Required Qualifications

  • Experience working directly with or within the Department of Homeland Security.
  • Demonstrated success managing large, matrixed teams in a complex organizational environment.
  • Proven ability to create and execute strategic account growth plans.
  • Strong operational leadership with a focus on delivery, compliance, and measurable results.
  • Ability to obtain and maintain a federal security clearance.

Preferred Qualifications

  • Bachelor’s degree in Business, Public Policy, Engineering, or a related field.
  • Master’s degree (MBA or MS) in a related field.
  • Experience in telecommunications, technology, or a government contracting environment.
  • Prior leadership experience in federal market development, defense, or national security accounts.
