The USAF partnered with AT&T to consolidate multiple disparate expenditures and IT projects into a consolidated enterprise while still allowing its users to retain the ability to tailor services and service levels. AT&T is providing commercial IT services to the USAF to improve performance of IT services and allow re-missioning of military personnel to cyber warfighting missions.
The AT&T Network as a Service (NaaS) team has an opening for a Test Manager to support the US Air Force by providing maintenance and repair services to intelligently scale network services, enable rapid deployment of emerging technologies, and provide industry-leading security, performance, and reliability. Our NaaS team is dedicated to improving the USAF IT experience through commercial services to increase mission effectiveness. It supports the AF Program Management Office, Air Combat Command, 16AF and subordinated units delivering high-availability and secure network capabilities.
Responsibilities:
- Manages test development through all phases of information systems/networks security program that involves access to computers and computerized data for network security
- Delivers information assurance project management and development of critical operational/technical documents
- Creates recommendations on information assurance engineering standards, implementation dependencies, and changing information assurance related technologies
- Develops and conducts regular audits to ensure that systems are being operated securely, and information systems security policies and procedures are being implemented as defined in security plans
- Executes investigations of computer security violations and incidents, reporting as necessary to management
- Advises on queries and requests for computer security information and reports
- Develops, tests, and operates firewalls, intrusion detection systems, enterprise anti-virus systems and software deployment tools
- Safeguards the network against unauthorized infiltration, modification, destruction or disclosure
- Researches, evaluates, tests, recommends, communicates and implements new security software or devices
- Implements, enforces, communicates and develops security policies or plans for data, software applications, hardware, and telecommunications
- Develops materials for computer security education/awareness programs
- Coordinate test activities with AT&T NaaS engineers, to include Developmental Test (DT) and Operational Tests (OT) in laboratory and field environments
- Develop Test and Evaluation Strategy (TES) for client offerings
- Develop, document, and execute test plans, test cases, observations, analysis, incident reporting, and test reports based on DAU best practices
- Facilitate and document test coordination, readiness reviews, incident adjudications, and after-action activities
- Coordinate with engineering team to develop requirements for evaluations and associated data collection
- Drive and support the technical design, set-up, configuration, instrumentation, operation, and data collection of System of Systems test environment
- Plan, coordinate and analyze all applicable test requirements
- Estimate testing to be done and acquire necessary resources to complete in a timely manner
- Execute, observe and document technical incidents, analysis (qualitative, quantitative, and fault) and summation of technical and functional testing
- Prioritize and adjust tasks to accomplish test and project results with limited oversight and direction
- Collaborate and communicate openly and effectively with teammates and customer representatives

Required Qualification:
- DAU TST102 certified
- Security Plus (Sec +)
- Three or more years of Operational Test experience on USAF Cyber Weapon Systems
- Experience with the SAFe (Scaled Agile Framework) environment
Desired Qualifications:
- Bachelors degree in Computer Science
- 5+ years of related experience
- Experience with JRSS Network Operations and/or Joint Information Environment
- Certifications in CEH, SNORT IDS, and/or VMWare
