The JBSA Program Office has initiated the JBSA shared 5G Infrastructure (Test Bed), 5G Core security Experiments, and JBSA 5G System Integration Laboratory (SIL), which is a 5G critical strategic technology strategy, with expectations as an integrated extension of the Internet to mobile spaces, for the Department of Defense (DoD).  This 5G effort will provide advanced communications technologies, flexible bandwidth allocation (ultra-narrow to extremely broad), in-network core applications, ultra-low-latency and ubiquitous connectivity for DoD, military service components, and the Intelligence Community (IC) enabling long-term economic and military advantage. AT&T SCO will execute task orders awarded and integrate with other industry partners to rapidly develop state-of-the-art 5G solutions for DoD.

AT&T is also building out its own 5G experimental test bed to develop and explore new capabilities and provide prototype solutions for DoD business.

AT&T has an opening for a 5G Senior Transport Engineer to support customer integration requirements by providing in depth Management and Orchestration and RAN designs in support of key 5G Testbed projects at Joint Base San Antonio, Texas. The 5G Senior Transport Engineer will apply ONAP/ORAN MANO and RAN thought leadership and provide advice on multiple technologies along with shaping the long-term direction of AT&T Integration Strategies in order to deliver on complex, enterprise-level initiatives that are a part of the company's overall Integration Strategy.  The JBSA 5G Core Network (5GC) Test Bed is the heart and brains for the 5G Systems (5GS), and also serves as the anchor point for multi-access technologies, which enable Ultra Reliable Low Latency Communications (URLLC), Enhanced Mobile Broadband (eMBB), and massive Machine Type Communications (mMTC).  This is the least developed critical capability in the 3rd Generation Partnership Project (3GPP) defined 5G ecosystem, and therefore the least understood portion of the 5G architecture.  Moreover, 5G Core security experiments provide new flexible scalable capabilities for military 5G networks by demonstrating Network Slicing NFV, end-to-end (E2E) encryption, security assurance platform, blockchain and physical layer security. These capabilities are intended to provide secure 5G enabled communication services that are fast, reliable, secure, flexible, and capable of securely operating in zero-trust network environment. The JBSA on-site MANO Transport Engineer position will be required to support the JBSA program in conjunction with the JBSA 5G System Integration Laboratory (SIL) leadership to accomplish assigned JBSA shared 5G Infrastructure (Test Bed) and 5G Core security Experiments and task orders.

Job Duties/Responsibilities:

  • Transport Engineer is responsible for the overall delivery process of a MANO software application and orchestration service, including design, development, testing, deployment, production application support (troubleshooting) and maintenance with a focus on network automation and orchestration
  • Transport Engineer collaborates to gather and review MANO software requirements/user cases to create software design specifications
  • Collaborates with transport, RAN, testbed engineers/architects to assess and test hardware and software interactions
  • Transport Engineer will execute specific development methodologies through application of various programming languages using open source – open architecture designs taking into account 3GPP standards
  • Transport Engineer performs network management and orchestration activities for 5G Testbed
  • Analyzes, designs, and optimizes testbed operations to drive JBSA improvements in functionality, performance, and efficiency
  • Uses propagation models, predictive analysis, various tools/processes, and engineering principles to make additions and changes to the network in support of the organization’s strategic objectives
  • Creates design plans for network expansion and/or modification
  • Collaborates with multiple teams (MANO/Network Slicing/Testbed/RAN) to ensure engineering designs are implemented as intended
  • Conducts research and trials to work through new developments and innovations
  • Tests, collects, and analyzes data and modifies as needed activities involving the analysis of MANO testbed data to create design plans to improve all key indexes and performance indicators
  • Creates and executes automated test plans/strategies utilizing mission/client requirements and collaborate with engineers/architects, and clients, to validate test environments, test data and test results
  • Designs and implements code fixes, validates outcomes against expected results and produce associated reporting
  • Ensures dynamic application security testing, interface testing, integration testing, end-to-end testing and/or user acceptance testing in support of MANO applications and configuration management

Required Clearance: Must be a US Citizena and be Secret Eligible        (#clearable)

Required Qualifications: 

  • Master’s degree in electrical engineering, computer science or a related technical field
  • Record of leading teams to develop technical solutions requiring collaboration with internal experts, deep analyses and understanding of impact on end-product/solution
  • Ten (10) years of relevant experience and skills commensurate with the JBSA type testbed duties
  • Candidate will be self-motivated and possess strong written and verbal communication skills
  • Ability and willingness to share operational MANO/Transport knowledge with customers when queried
  • Candidate will be required to brief high profile customers and senior government officials
  • Experience in planning, developing, and executing research, engineering, and development efforts for DoD
  • Experience in establishing strong working relationships with R&D programs as well as organization leadership
  • Experience integrating AT&T commercial solutions into unique JBSA operational environments
  • Experience working with multiple government security agencies
  • Experience interfacing with Joint Staff, Services, to coordinate engineering & analysis analytic results
  • Applied experience with Orchestration, ONAP, ORAN Open Source, RAN, and Vendor related technologies
  • Hands-on experience with Integration automation frameworks and Integration provided automation tools
  • Network Modeling and Analysis
  • Spectrum and Frequency Planning
  • Vendor/Supplier Evaluations and Certification
  • Wireless Access Standards and Technologies
  • Wireless Capacity Planning and Management
  • Wireless Cell Site/Network Design

Desired Qualifications:

  • Ability to work independently to achieve day-to-day objectives with significant impact on operational results or JBSA project deliverables
  • Record of working on teams to develop technical solutions requiring collaboration with internal experts, deep analyses, and understanding of impact on end-product/solution
  • Previous experience with Department Of Defense innovation initiatives and organizations (eg., DARPA/AFRL/AFWERX/KESSEL RUN)
