Business Development Lead - Intelligence Community (Government)

Oakton, Virginia

The candidate will be responsible for identifying, qualifying, capturing, and winning new business in the NSS focused on organizational departments within the Intelligence Community (IC). The candidate will work collaboratively with line management, capture, proposal managers, subject matter experts, contracts, procurement, and pricing personnel. The ideal candidate may serve in both Business Development and Capture Management roles from time to time, and should have a strong understanding of the IC market and infrastructure Information Technology (IT) solutions.

  1. Developing an assessment of the budget, spending, and procurements associated within the IC;
  2. Evaluate technology vertical markets within telecommunications, network operations, data centers/cloud computing, cyber security and mobile solutions;
  3. Build relationships with IC leadership to ensure awareness of AT&T capabilities and initiatives while making sure that AT&T aligns at the senior levels
  4. The successful candidate will lead opportunity reviews and decision gates that consist of: identification, qualification, opportunity development, and bid/no bid.
  5. The candidate will also identify prospective opportunities using relationships with existing AT&T customers, market assessment, industry sources, partners, and customers.
  6. The candidate will then qualify prospective opportunities by evaluating past performance, competition, relationships, and incumbents while positioning with the customer, assembling a winning approach and team, identifying customer hot buttons, defining the elements to win, and identifying key personnel.
  7. Keep senior leadership of NSS appropriately informed and engaged as opportunities move through the selling and approval cycle.
  8. Manage sales pipeline and reporting through sales reporting and tracking tool, forecast monthly sales, report monthly sales results and proof of sales through sales reporting tools.

Required Skills, Experience, and Education:

  1. Master or Bachelor’s Degree;
  2. Knowledge of IT contracts and contracting processes in the Federal Government.
  3. Functional and organizational knowledge of the IT and telecommunications efforts in the Federal space.
  4. 10-15 years managing large complex capture pursuit efforts of greater than $10-$20M annual
  5. Proven track record for winning large IT and telecommunications/networking contracts in the intelligence community and federal government environment
  6. Strong interpersonal, communications, and writing skills
  7. Understanding of sales and business development process
  8. Past programmatic experience
  9. Ability to use CRM.

Required Clearance:
Active TS/SCI clearance.
