The AT&T Public Sector Solutions (PSS) Business Development, Capture and Proposal (BDC&P) organization supports our Nation’s Civilian, Public Safety and State Local and Education agencies, providing critical voice, video and collaboration services for the full spectrum of Public Sector agencies.

AT&T has an opening for a Business Development Lead – Small Business Program to support the Business Development, Capture and Proposal (BDC&P) organization, in providing support to Technology and Client Executive Teams by leading capture strategy development and responding to solicitations issued from Public Sector agencies.

The ideal candidate will leverage the full potential of the PSS Small Business Program and our small business relationships to increase revenue for PSS. Effectively communicating to our customers and small business partners that teaming with small business is a top PSS priority and a critical ingredient toward achieving our primary objectives of growing our business and providing outstanding service to all our government clients. Responsibilities will include:

  • Processing Individual Subcontract Reports (ISRs) semiannually (in April and October) for all contracts that have contractually required small business goals.
  • Processing annually (October) the corporate Summary Subcontract Report (SSR) for AT&T’s Commercial Plan
  • Writing compliant small business subcontracting and participation plans and volumes for proposals that have small business requirements.
  • Processing corporate commercial subcontracting plan for review and approval by GSA and SBA at the end of each calendar year.
  • Supporting AT&T mentor protege contracts and efforts.
  • Identifying, vetting, and integrating small businesses on programs and solicitations.
  • Maintaining a database of current and potential small business partners that have been vetted so they can be included on recommendation lists when partners are requested.
  • Attending as a speaker and/or participant industry and government small business outreach events.

Small Business Compliance

  • Responsible for maintaining compliance with fed gov small business policies and regulations within AT&T. This means being prepared for audits, including maintaining reps and certs on small business partners and establishing proper procedures for collecting small business data for gov reports.
  • Implement or coordinate activities specified in Small Business Plans
  • Develop and submit reports to SBA, DCMA, GSA, USPS, OSD and other agencies on PSS subcontracted dollars spend with small businesses
  • Manage subcontractor selection within AGS to ensure we achieve overall small business (plus sub-classifications) targets
  • Ensure compliance with government-required SB procurement processes in preparation for DCMA/SBA audits

Small Business Advocacy

  • Participation in Government and Industry events (.e.g. MEDWEEK, OSDBU Conference, NDIA, ACT/IAC, AFCEA, AFFIRM, etc.)
  • In many of these gov/industry events serve as public speaker and/or counselor to SB
  • Identify and develop relations with small business DoD and Civilian government counterpart (OSDBU, MP, PTAP, etc.
  • Accompany BD/CEs on customer visits to various agencies

Required Clearance:

Public Trust (#publictrust)

Required Qualifications:

  • Experience, and Education:  Bachelor’s degree or above (in a technical focus area) with 2-5 years managing capture and proposal efforts
  • Knowledge of IT Federal contracts and contracting processes
  • Fundamental understanding of IT, network, cloud, and cybersecurity services Functional and efforts in Federal Government space.
  • Functional and organizational knowledge of the IT and telecommunications efforts in Federal Government space.
  • Mastery knowledge of Microsoft Office applications with emphasis on Project, PowerPoint, Excel, and Teams
  • Strong interpersonal, communications, and writing skills
  • Must be able to work varied and flexible hours in support of Sales team and event needs (i.e. nights, weekends, and holidays). Some business-related travel required

Desired Qualifications:

  • Master’s degree is a plus
  • Certifications such as PMP, APMP, etc. are a plus
  • Capture and proposal training such as Shipley, Lohfeld, etc.
  • Direct experience working with or for network services providers
