Job Description:

Overall Purpose: Primarily performs analyses and develops
reports in order to ensure that contracts are within negotiated and
agreed-upon parameters and government cost control guidelines exclusively to
Federal Government clients on a fee-for-service or billable hours basis.

Key Roles and Responsibilities: Develops budgets and schedules
for contract work and performs and/or assists in financial analyses such as
funding profiles, sales outlook, and variance analysis. Develops program
plans to oversee program requirements and statement of work are captured and
scheduled. Performs schedule risk assessments to identify and mitigate
program cost and scheduling risks. Oversees adequate funding availability by
maintaining accurate records of expenditures, directing preparation of
expenditure projections, and submitting timely requests for additional
funding to the government. Incorporates contractual changes into control
systems by staying aware of outstanding work against each contract in order
to maintain realistic contract cost and schedule baselines. Develops plans
including budgets and schedules to meet contractual project requirements for
several major portions of a program. Establishes and defines program plan
requirements and directs or performs in-depth studies to determine optimum
program plans. Leads interdepartmental development of program plans.
Interfaces with vendors and customers and performs investigations as
required. Oversees and reports performance against plans to oversee that
contractual, cost and schedule objectives are met; arranges modifications as
required.
Works closely with Division leader and P&L owners
to complete corporate financial deliverables including revenue outlooks,
sales production forecasts, capital plans, alignment of revenue
plans/targets.  Knowledge of Costpoint, SAART, RMT, ROME, Hyperion
desired.  Education: Typically requires a Bachelor
Degree in engineering, science, business administration or equivalent
experience. Experience: Typically requires a minimum of eight years of
experience in technical program planning and implementation, contract
interpretation budget development and administration of government projects.
