Associate Director Program Manager (Government)

Austin, Texas

Directs the program management staff which may include technical and/or non-technical staff. Organizes project and task workloads and selects individuals most qualified for assignments on specific projects. Resolves any issues escalated through the Program Managers. Responsible for employees’ development, including evaluations, promotions, transfers, hiring, and salary recommendations. Works directly with Human Resources or subcontractor company to resolve employee personnel issues. Influences decisions for the employment, training, motivation and discipline of direct reports. Directly manages exempt level employees and may manage nonexempt employees directly or through supervisors/leads.

Required Skills, Certification, Experience, and Education:

  • Experience spans Telecommunications and Data Network Infrastructure Management, including wide area networking (WAN), local area networking (LAN), virtual private networking (VPN), and multiprotocol label switching (MPLS), including private line services (PLS).
  • Senior network leader with deep and intimate knowledge of VA and its mission.
  • The Contractor shall provide VA with a dedicated PM to provide overall management and coordination for the TO.
  • The PM shall oversee all activities related to implementation and delivery of services, changes and upgrades to the VA network, and other elements of VA’s WAN network infrastructure. This includes, but is not limited to, coordinating with the activities of the Parallel Contractor through its PM, as well as the activities of VA and other VA Contractors required to lab test, deploy network services at a site, test and accept network services at a site, disconnect services from a site, and implement changes or upgrades to VA throughout the TO.
  • The PM shall have a Bachelor’s degree (or equivalent years of work experience), and 6-8 years of relevant work experience in telecom including Voice and Data Networks, and project or program management experience in a large enterprise environment.
Desired Experience and Education:
  • LAN/WAN and security with overall telecom and IT integration, Information Technology Infrastructure Library (ITIL) certification, Project Management Professional (PMP) certification.
  • Provide program management services that include, but are not limited to:
  • Solid oral and written communication skills.
  • Performs all functional tasks independently.
  • Oversees the efforts of less senior staff and/or be responsible for all staff assigned to a specific job.
  • Bachelor’s Degree or equivalent work experience. Preferred Bachelor’s degree or equivalent experience with an advanced degree in engineering or business preferred.
Required Clearance:
Be able to pass Contractor Suitability Background Investigation, must be a U.S. citizen
