Candidate will represent AT&T at industry
technical forums (primarily 3GPP) developing radio system and radio interfaces.
She/he will be a member of the Radio Access standards team in the Standards and Industry Alliances
organization. This team seeks to advance AT&T’s positions in these forums
and ensure AT&T’s needs are met. This will require driving technical debates,
consensus building, and negotiation for success.
Radio Access Network Standards Team members
engage in research and development of technical characteristics of international
radio systems including the physical layer of the radio, development of
protocols, radio access network architectures, interface definitions, spectrum
and radio frequency band matters and performance metrics for characterization,
test and measurement.
Internally, the candidate will be responsible
for fostering collaboration, communicating, and aligning with multiple internal
stakeholders in various organizations.Job
responsibilities include production and ownership of overarching standards
strategies addressing the integration of radio, terminal, core networks, and
services into a system view suitable for defining specific near term and long
term standards action plans.Development
of technical contributions and position papers (internally and collaboratively
with our vendor partners), assessment of vendor and operator marketplace positions
and efforts, and authoring of technical white papers are expected functions.

The candidate will be required to demonstrate
technical skills in the radio technology discipline. She/he will have demonstrated experience with
significant standards contributions at 3GPP with a proven record of accomplishment.Also necessary is critical strategic thinking
and the ability to develop tactical plans based on an in-depth knowledge of the
global wireless industry.
This includes the development of requirements to
satisfy company needs up through and including final 3GPP specification
creation. Direct engagement in recent LTE
development and 5G (NR) wireless development in a standards context –
especially in a 3GPP RAN role for 5G Release 15 and Release 16 -- is critical. Experience in rapporteur (lead) roles producing
3GPP Technical Reports and Technical Specifications is desirable. Knowledge of 3GPP working procedures is
Specifically, knowledge of 3GPP TSG RAN Working
Groups and Plenary is a key strength. Particular
emphasis is on RAN Working Group 4 and/or Working Group 1. Knowledge
of regulatory issues is a plus.
In summary, the position requires a strong
background in 3GPP standards for5G-LTE and 5G-NR (New Radio), radio and
wireless communications systems, networks, architectures, protocols and
infrastructures; also a working knowledge of spectrum aspects.
The Radio Standards Team operates in a diverse
multi-cultural international environment. Therefore, political acumen and strong
communications, inter-personal, and negotiation skills are critical.
The candidate should hold a minimum of a BS
degree in communications or related fields.
An MS or other advanced degree in relevant and
applicable disciplines is strongly desired.
Travel is on-going, typically 60%, with
international travel common, including possible weekend travel time. Some trips can be as long as 3 weeks. Employees in the Radio Standards Team must be
able to successfully manage annual travel expenditures.
